no agreement to pass the senate's fiscal cliff bill. they need to raise more money to give them money to spend. we think that's a bad idea. >> reporter: republican majority leader eric canter told reporters he did not support the bill in its current form. >> do you opposely -- do you oppose the bill? >> reporter: the agreement postpones the harsh across-the- board spending cuts for a few months. they make permits for individuals making $400,000 a year and families making $450,000. the white house set vice president joe biden here on capitol hill to try to broker a deal just like they did in the senate. house democrats are welcoming their help. >> they worked very hard to come to a compromise.

and by definition they have elements in it that each party does not like. >> i think we've made gigantic progress. i hope that we have a bipartisan agreement as we go forward. >> reporter: even though the country officially went over the fiscal cliff at midnight monday, the senate version of the bill makes all tax cut extensions retroactive to the beginning of the year. danielle nottingham, cbs news, washington. if the house amends the senate version of the bill, it goes back to the senate for yet another vote. we made it easy for you to track the latest developments on the fiscal cliff. just head to our website of wusa9.com, click on fiscal cliff on the home page. a church in maryland destroyed by a fire on new year's day. and this is the silhouette of the cross, literally burned into the brick wall of the first church. the sanctuary is completely charred, but nobody was hurt. the two-alarm fire broke out around 7:30 this morning. they are still investigating the cause, but the fire investigators think that there

is a chance it was caused by a midnight power outage at the church. >> and the first of the year. so it was starting a year for them on the wrong footing, but we are going to see if god will work things out in his own way. >> that church has been there since 1963. so the pastor says he hopes to rebuild, but the first priority is finding a temporary home for next sunday's service. pennsylvania governor is planning to sue the ncaa over the sanctions imposed against penn state university. those sanctions include a $60 million fine that would be used to finance the child abuse prevention grants. he has a new conference scheduled on all of this for tomorrow. more than two weeks after one of the worse mass shootings in our history, students from sandy hook elementary are getting ready to head back to school. these little survivors will attend classes in the neighboring town of monroe. workers have been moving furniture and painting, getting that school ready.

classes start on thursday. it's one of the defining moments in the american civil rights movement. 150 years ago today, president abraham lincoln signed the emancipation proclamation. today at the national archives, they unveiled their new stamp commemorating the landmark document. that proclamation freed slaves in states on january 1, 1863. well today is the first day that same-sex couples can legally tie the knot in maryland. weddings started pretty much after the stroke of midnight and continued all day long. i'm scott broom on maryland's eastern shore where several same-sex couples tied the knot on the first day it is legal in maryland. >> i now pronounce you married. you may kiss your spouse. into tomorrow and the breezes are going to resume as we head into tomorrow as well. clouds were in place today, keeping our temperatures pretty constant, taking a look at th almanac here. 35 degrees is the high. 38 the low. so a very small difference between high and low temperatures. because of those clouds and we are back to zero on the precipitation. but you know we have a little chance for the precipitation in your seven-day forecast. it is very minimal though. most of the rainfalling to the south. places like these areas are picking up the rain. also in roanoke picking up rain, even a little wintery mix there. but that's not a factor in our forecast tonight. in fact we will see partial clearing tonight with the temperatures dipping below freezing outside the district. coming up, i will tell you more about those cool chilly breezes in wednesday's forecast. all the details in the seven day. back to you. in just under half an hour, a candlelight vigil for the prince william's county police officer who died in the line of duty. police say officer chris yung

crashed into a minivan while responding to a call yesterday. peggy fox with more. >> reporter: police officers often witness scenes of death and grief, but this one is their own. a growing memorial for the beloved fellow officer chris young. he died here on the road yesterday, while responding to a call for an accident and got into a fiery terrible crash. he and his motorcycle collided with the minivan that was turning left into the village square shopping center. today a group of officers, including the acting police chief offered their condolences to young's widow who was also a prince william county officer until recently. >> chris meant a lot to us. an outstanding police officer, and a true public servant. in every sense of the way and we all miss him very much. >> reporter: chris yung was the father of three children. co-workers say his brother and sister-in-law were also police

officers. these two women who worked with young say that his smile was infectious and that even people he ticketed, they founhim friendly. >> he loved working with the motors. a great smile and when you met chris, you knew you had met a friend. >> reporter: one message at the memorial reads, chris, you're a true hero and you will be missed. patrick and baby will, know you for being a great uncle. i miss you and love you, nancy. >> there is a big risk involved in police work as we all know that and we understand that. and a tragedy like this when it happens. we just come together. we work together. we one another. >> reporter: and in bristow, peggy fox, 9news. police say that officer yung did have his sirens and lights on as they also tell us that the driver of the minivan had a green light. no charges have been filed. about 60 people crushed to death outside a stadium. most of them children. this happened last night in the ivory coast while spectators

get the flu shot. and that is the hospital here in indiana that requires all workers to get the shot. the fired nurses say that the shots interfere with their religious leafs as they want control of what goes on into their bodies. >> i just feel like it's a toxin that i don't want in my body. there are side effects with that and no guarantee that it will protect you. >> i have a personal conviction that i don't want one in my body. >> the safety of our patients is our top priority that it has to be. people are here to make sure they get healthy. >> out of the 26 people that applied for the flu shot exemption, 11 were allowed to continue working. some of them granted it at the hospital for the employees that are allergic to the vaccine. what doyou think? is it okay to tell you that you've got to get the flu shot? send us an e-mail.

here's a look at the top five. first groceries. male, poultry -- meat, poultry, dairy products are expected to go up. companies would make up the price of the phone because of the description fee that would go away beginning with t- mobile. the price of new cars is expected to rise as automakers spend more to fall into compliance with the new fuel efficiency standards. employee health care premiums are expected to go up an average of 6%. and finally beer. yup that's because copper prices could be on the rise. copper is used to make equipment for brewing beer. sorry guys. we are now five days away from the biggest football game that washington, d.c. has seen

in a long time. sunday's playoffs between the redskins and the seahawks. we'll leave the breakdowns to the x's and o's on the sports department. but they took some time today to compare and contrast the two cities, seattle and washington. >> reporter: let's start with the sound tracks of the two cities. d.c. has go go. seattle has grunge. washington gets to show you the wonderful war, the seafood lovers delight. >> everything is just more natural. >> reporter: while seattle for some reason, the lights and throwing their fish around the pike place fish market. >> theirs is a little more entertaining, but we have really good fish here. >> reporter: washington has the monument, seattle has the needle as they make planes, we make legislation, slowly. washington has tourists.

seattle has techies, the wealthiest of all, bill gates, while washington has one of the notorious gates of all, water gate. at the end of the daisy yacht l has a nice hot cup of -- day, seattle has a nice hot cup of coffee while we here in washington has a nice hot bowl of van's chili. >> all of washington is the better city. always washington. >> matt jablo reporting there. let's not forget that the redskins have won three super bowls while seattle's lone major sports championship came in 1979 when they defeated the washington bullets. we could keep this trend going. it's a tradition that might be more enjoyable to watch rather than take part in the polar plunge into the ice cay cold waters of lake michigan. what made people do such a thing on new year's? >> it's exhilarating and it makes you feel alive. >> how does it feel right now? >> i don't feel. >> reporter: what does it feel

like at first? >> it like it stung a lit, an instant shock. >> reporter: what are you going to do to stay warm? >> go to mcdonald's and eat some food. >> a little counterproductive, but i'm sure it's invigorating and then some. >> i don't even like my shower water to be cold. >> so you are not doing the polar bear plunge? so we are going to see the breezes increase as we head into tomorrow. and heading back to work, back to school for a lot of you in the first time for a while. it will be a little shock to the system. take a look outside right now with the michael and son weather cam at the national mall and we have plenty of clouds in place, with some pretty mild temperatures at 43 degrees right now with the dew point of 38. that's giving us the relative humidity of 56%. we did try to sneak some showers in from the south today, but the atmosphere is too dry at the surface so everything evaporated. we're going to see some clearing tonight for the clouds in place that are actually going to move off to the south

and east and that will allow breezes on wednesday with the area of the high pressure that will try to wedge in from the north. that will bring us the chilly conditions throughout the rest of the shortened work and school week and a few flurries that might be flying later on in our forecast. stay tuned for that. right now it's 43 degrees in manassas and fredericksburg, same in d.c. a little bit of the 30s in the blue ridge and the upper elevations. 37 in winchester and 38 in martinsburg. but as you can see here on satellite and radar, the rain is staying to the south. a few showers reaching the ground in the d.c. metro. this activity will continue to move off to the east as we head into the overnight hours and into wednesday morning. and still some clouds will be in place, but as we head into wednesday afternoon, lots of sunshine returning. and those breezes will be coming from the north so that will bring us that cooler and drier air. and that's what you're going to see in your forecast throughout the day on wednesday, but on thursday a little bit of the rebound in our temperatures here. so overnight tonight partial clearing and it will be chilly, 26 to 32 for your overnight

lows. winds are out of the north at 5 to 10 miles an hour, but the winds will increase. mostly sunny with the temperatures in the 30s. and with those winds, it's going to feel like it's in the upper 20s for most of the days into the afternoon even. we'll get top 35 in the suburbs -- we'll get up to 35 in the suburbs. and it will give us a windchill in the upper 20s. so it will be sunny. that will be nice to see the sunshine out there, keeping us in the green zone. our 9 weather alert is all green. thursday looks great with a high of 40 degrees, mostly sunny skies. on friday though it will be breezy, partly cloudy with a chance for a flurry. it's not a big deal, no accumulation in this forecast and the high of 38 degrees. the temperature remaining on the cooler side for us. in the seven-day forecast, a nice saturday, but then another plunge of cooler air on sunday. and that will lead to the chance for another little snow shower or flurry. no big deal. but we could see some flakes flying at that redskins game as they are taking on the

seahawks. it doesn't look like we'll have any trouble as far as travel goes though and this forecast is pretty much dry. finally starting to get mild as you head into next week. >> the fans are going to keep themselves warm? >> yeah, i'm sure. we won't have any trouble at fedex field last sunday. i'm sure it will be fine this sunday too. >> awesome. we'll be right back.

word was out. >> reporter: what could cause such excitement here at the medical center? >> my daughter emily anita mendosa. my due date was january 9. >> reporter: but emily had other plans. >> 12:00 hit and five seconds after she was out and ready to celebrate new year's with us. >> reporter: it seems everyone is celebrating. >> we got the first baby of the new year, born five seconds after midnight. and so we are very excited about that. >> it's a sign, you know, letting me know new year's is going to be good. she came out healthy. what more can i ask for? it's been a blessing. >> reporter: danielle gill, 9news. >> shady grove hospital in rockville announced a delivery of its first new year baby of germantown born at 2:43 a.m. no word yet on when the first new year's babies were delivered to any of the fairfax hospital or in other spots in virginia, but i'm sure we're going to find out more about
